Short answer: no — a freight broker doesn’t need a USDOT number the way a carrier does, because brokers don’t operate commercial vehicles. But FMCSA’s registration system assigns every registered entity a USDOT number as its record identifier, so a broker ends up with one anyway.
That distinction confuses almost everyone, so let’s take it apart.
Why brokers get a USDOT number without “needing” one
A USDOT number exists to track safety data for companies that operate commercial motor vehicles — inspections, crashes, audits. Brokers arrange freight; they don’t drive it. So none of those safety obligations attach.
But since the Unified Registration System (and now MOTUS, its 2026 replacement), FMCSA assigns a USDOT number to every registered entity — carriers, brokers, and freight forwarders alike — as the ID that ties the record together. Your broker registration puts a USDOT number on file. It doesn’t carry carrier-style obligations.
What a freight broker actually needs
Four things:
- Broker operating authority — an MC number granted by FMCSA authorizing you to arrange transportation of property for compensation. Applications are now filed through MOTUS.
- A $75,000 surety bond or trust fund — filed as a BMC-84 (bond) or BMC-85 (trust). FMCSA won’t activate broker authority without it.
- A BOC-3 filing — process agents designated in every state, same as carriers.
- UCR registration — yes, brokers must register even with zero trucks. The good news: brokers pay the lowest bracket, $46 for 2026.
If you broker and run trucks
A company that operates vehicles and also brokers freight needs both registrations: carrier authority with all its USDOT obligations (testing program, insurance filings, MCS-150 updates), plus separate broker authority with the bond. FMCSA treats them as distinct authorities under one USDOT record.
The MOTUS wrinkle
Since May 2026, MOTUS is the primary place all of this happens — paper filings are still accepted, but expect much slower processing. New entities get their USDOT number assigned at registration — randomly now, not sequentially. Existing brokers should claim their USDOT number in MOTUS just like carriers, because whoever claims the record controls it.
